Recommendations for the Population Location and Operation of a Strategic Transformer Reserve

The electric power sector of North America has implemented several programs to stock spare large power transformers (LPTs) in reserve, and to rapidly provide replacement LPTs when they are needed, including agreements to facilitate shared access to stocks of spare transformers among utilities. This project's objective is to evaluate the need for and feasibility of having the federal government supplement the industry's existing inventory of spare LPTs by establishing a strategic transformer reserve (STR).
